Boston Demolition Permit Guide: When You Need One & How to Apply

When Is a Demolition Permit Required in Boston? Not every demolition project requires a permit. Removing cabinets, flooring, or non-load-bearing drywall typically does not require a permit. However, removing or modifying load-bearing walls, relocating plumbing or electrical systems, full interior gut renovations, exterior demolition, foundation work, and work in historic districts all require permits from ISD.

How to Get a Demolition Permit: Step 1: Determine permit type (building permit vs. demolition permit). Step 2: Complete asbestos survey (required by MA regulation 310 CMR 7.15 for pre-1980 buildings). Step 3: Gather documents (deed, scope of work, HIC license, CSL, insurance, asbestos results). Step 4: Submit application to ISD (online or at 1010 Massachusetts Avenue). Step 5: Pay fees ($50–$500+ depending on scope) and await approval (5–28 days).

Asbestos Survey Requirements: Massachusetts regulation 310 CMR 7.15 requires a licensed asbestos inspector to survey buildings constructed before 1980 prior to demolition that disturbs more than 3 linear feet or 3 square feet of suspect material. Survey cost: $300–$800. If ACMs found, licensed abatement required before demolition.

Permit Costs: Interior alteration (minor) $50–$100, interior alteration (major) $100–$300, full demolition permit $200–$500+, asbestos survey $300–$800, asbestos abatement $1,500–$10,000+.

Penalties for non-compliance: Stop-work orders, fines up to $300/day for unpermitted work, fines up to $25,000/day for asbestos violations under EPA NESHAP (40 CFR Part 61, Subpart M).
